A Cleveland news team’s records request has unearthed a comprehensive 2024 study, commissioned by city leaders, highlighting troubling, unanswered procedural and financial questions about closing Burke Lakefront Airport.

The study, conducted by an independent financial consultant, finds that shuttering the facility would carry an estimated cost of more than $15 million, raise the potential for “various legal actions/lawsuits,” and limit the economic potential of the land tract.

Cleveland Mayor Justin Bibb wants to redevelop the property, possibly with a golf course, a sports complex for kids, trails and more.

Shutting down the facility would also require strict regulatory approval from the Federal Aviation Administration, alongside the mandatory repayment of over $9 million in outstanding federal and state grant obligations.

Furthermore, municipal authorities would need to buy out or negotiate long-term private ground leases and navigate significant legal challenges. In short, the report’s findings indicate achieving closure remains a lengthy, expensive, and regulatory-intensive undertaking.

Beyond future land-use projections, the city’s own report underscores the current operational significance of the airfield, which directly generates tens of millions of dollars in annual economic activity. Crucially, Burke Lakefront Airport acts as a vital community asset by serving as an irreplaceable regional hub for time-critical organ transport and emergency medical flights utilized by healthcare systems such as Cleveland Clinic and University Hospitals.

In addition to supporting business aviation and local commerce, the airfield accommodates specialized operations and major civic gatherings, including the Cleveland National Air Show, which cannot easily be transferred to neighboring sites. Preserving this established aviation facility remains essential to maintaining the region’s overall emergency readiness, business connectivity, and transportation network.
